CHAIRMAN

Brian Loughmiller has practiced family law litigation for 34 years and currently is a shareholder with the firm KoonsFuller P.C.  In addition to serving on various committees related to his law practice, Mr. Loughmiller has served in the past as President of the Collin County Bar Association, Chairman of the Family Law Section of the Collin County Bar Association and Continuing Legal Education Chair.  Mr. Loughmiller is Board Certified in both Family Law and Civil Trial Law by the Texas Board of Legal Specialization and a Fellow in the American Academy of Matrimonial Lawyers. Mr. Loughmiller has been recognized as being amongst the top 5 percent of family law practitioners in the State of Texas each year since 2005 and has been recognized by National Law Review for his success as an attorney. 

 

Mr. Loughmiller believes that community service and giving back to community is essential. Mr. Loughmiller served on McKinney City Council from 2002 to 2008 serving as Mayor Pro Tem from 2004 to 2007. Mr. Loughmiller then served as Mayor of McKinney, Texas from 2009 to 2017 during which time McKinney was recognized as the best city in America for cities of population under 300,000 by Money Magazine.   Mr. Loughmiller has served on the McKinney Economic Development Board since 2018 and currently serves as Chairman.   Mr. Loughmiller also has been an active participant with McKinney Relay for Life, Leukemia and Lymphoma Society and serves on the board of the SPCA of Texas. Mr. Loughmiller is married to his wife Donna for 33 years and has three adult children.

Michael Jones

VICE CHAIRMAN

Michael Jones has been a resident of McKinney since 2004.  In 2012, Mr. Jones and his wife built their first home in McKinney and has lived here ever since.  Mr. Jones received his Bachelor of Business Administration Degree in Finance in 2005 from the University of North Texas. and his master’s degree in Business Administration from the University of Dallas in 2014.  

 

Mr. Jones started his career at GE Capital as an auditor where he traveled the U.S. auditing various businesses that conducted business with GE.  There he obtained real world experience in evaluating corporate financial statements and looking for discrepancies.  From there he moved into Portfolio Management where he managed a GE Wholesale Finance portfolio of over $150MM before moving on to sales.  Mr. Jones used his sales training to develop relationships across the U.S.  Working with people of diverse backgrounds, he understands different viewpoints and is willing to work with others to better the community.  Throughout his time at GE, Mr. Jones received extensive training in customer service, leadership, management, and budgeting.  He is also Six Sigma Lean Certified, which helps him greatly in identifying opportunities to improve outdated processes and curb wasteful spending.

 

Currently, Mr. Jones is Senior Vice President at Texas Bank and Trust where he works as a commercial lender.  He works with a variety of businesses, providing them the necessary funding and treasury management to aid them in a successful future.  While working for the bank he also serves on the McKinney Economic Development Corporation Board as Vice Chairman, the McKinney Development Committee which focuses on developing processes that makes it easier for people to do business in McKinney, Kiwanis Club of McKinney, Junior Achievement of Greater Dallas, and Homes4Heroes.  He also served as president of his HOA from 2012-2018.

Joe Minissale

Bio

SECRETARY / TREASURER

Born in Abington, PA, Mr. Joe obtained a bachelor’s degree in finance from the University of Delaware.  He continued his education by obtaining his MBA at Missouri State University.  Mr. Minissale and his wife Melanie have been happily married for 30 years.  His oldest son Matt is a senior financial analyst with Arcis Golf, and his youngest son Ben, is a financial analyst with The Mezas Capital Group.

 

Mr. Minissale has spent his career working in the acute care hospital industry.  After starting out as a corporate financial analyst for a large hospital system, he spent the next 10 years serving as a hospital CFO with HCA, CHS, and a county owned hospital.   He then began the next stage of his career by serving in corporate roles as the VP of Finance and the Division CFO, managing finance and operations for multiple hospitals and physician practices.  

 

Mr. Minissale currently serves as President of Methodist McKinney Hospital located in McKinney, Texas.   He started there in 2010, shortly after the hospital opened, and has seen it grow from a struggling startup into one of Collin County’s most highly respected providers.  Methodist McKinney has earned the distinction of being named as one of DFW’s Top 100 Workplaces five times in six years (according to the Dallas Morning News and Workplace Dynamics).   The Methodist McKinney team proudly opened two new surgery centers in 2017 to meet their growing demand.

 

Mr. Minissale's accomplishments include turning around three failing hospitals, successfully stabilizing and growing two struggling rural hospitals, opening two new hospitals and two surgery centers, and the acquisition of several healthcare companies.   

 

Mr. Minissale is an active member of Cottonwood Creek Church.  He is also dedicated to community service and volunteers his time serving on the boards of the McKinney Chamber of Commerce and the McKinney Economic Development Corporation.

Thad Helsley

BOARD MEMBER

Thad Helsley is a Real Estate professional with 36 years of experience in the McKinney/Collin County market. His expertise and services include assisting clients with site selection, disposition, acquisition, negotiation and long-range planning in the McKinney and Collin County area markets. Thad is committed to maintaining an up-to-date knowledge of the development and municipal activities in the local market, in order to provide superior services to his clients. 

 

Mr. Helsley has served the community since 1990, as a City Council Member where he served as an Ex-Officio Board Member on numerous Boards and Commissions including, Airport Board, McKinney Economic Development Corporation, Planning and Zoning Commission, Main Street Board Tourism Services Advisory Board, Board of Adjustment and the Housing Authority.

BOARD MEMBER

Patrick Cloutier moved to McKinney in 1996. He moved his business, Legacy Planning Group to McKinney in 1998.  Mr. Cloutier grew up the son of a US infantry officer and grew up on or near the US Army bases where his father was stationed.  He moved to Texas on August 8th, 1974; the day Nixon resigned.  

 

He went to high school in Duncanville Texas and obtained a Bachelor's Degree in Business Administration from the University of North Texas where met his bride Vonda.  Together they raised three daughters.  All grew up in McKinney, graduated from McKinney High and then Texas Tech University.  

 

Mr. Cloutier is a proud graduate of Leadership McKinney class of 2013. He has served on the board and chaired Volunteer McKinney. He has continued to serve Leadership McKinney in multiple roles. He has served on the McKinney zoning board of adjustments and various other city committees.  He works behind the scenes to make McKinney a better and more livable city for all of its people mainly through food distribution and second chances. 

 

Mr. and Mrs. Cloutier are members of St. Peter's Episcopal Church.  Their favorite things are hiking in beautiful parts of the world and spending time with their granddaughter Eleanor.

Kurt Kuehn

BOARD MEMBER

Kurt Kuehn is Vice President of Business Banking for JPMorgan Chase and brings more than twenty years of experience to this role, where he manages clients from all industries.  He focuses on helping clients manage their cash flow, which includes deposits, loans, and cash management solutions.

Born in St. Louis, Missouri and raised in Oakland County Michigan, Mr. Kuehn graduated from Walsh College of Business in 2001, and has now lived in McKinney for ten years. Mr. Kuehn is very active in our community. Mr. and Mrs. Kuehn and two sons attend Hope Fellowship Church in McKinney, and he has served our city through a six-year term with the McKinney Community Development Corporation, McKinney Kiwanis, Leadership McKinney and McKinney Young Professionals. Mr. Kuehn currently serves on the McKinney Economic Development Corporation Board of Directors.

Kenneth Sipiora

BOARD MEMBER

Kenneth Sipiora retired in 2013 as a Managing Director, and partner at Deloitte Consulting where he was a member of the firm’s US insurance practice and served n the professional development faculty of Deloitte University.

Following his retirement, he served as Senior Advisor to insurance services firm Perr & Knight. Mr. Sipiora now selectively accepts consulting and interim executive support engagements. During his 43 years of insurance and risk advisory experience he also held client service and executive leadership roles with global insurance brokerage/risk services firms Marsh and Willis.

Education: BS Business & Economics, University of Dubuque, IIAB Executive Insurance Program at the University of Iowa.

Since retiring from Deloitte, Mr. Sipiora has served as Senior Advisor to Perr&Knight, Board member of the McKinney National Airport, Board Chairman McKinney Economic Development Corporation and Board member and Trustee of Evergreen Life Services.

Kimberly Ball

ALTERNATE BOARD MEMBER

Kimberly Ball is a Texan at heart, born in Houston, and raised in Austin, TX.  In 2003, she decided to purchase a home and put down roots for the family in the City of McKinney.   

 

Kimberly attended LBJ High School Science Academy and graduated from Prairie View A&M University with a Bachelor of Science in Electrical Engineering.  After a few years at her current employer, she was selected to participate in an accelerated Master of (Systems) Engineering program at Texas Tech University.   

 

She is an active member of One Community Church.  Ms. Ball enjoys serving her community in various ways, but mostly using her gifts and talents to make the lives of those around her easier.
